To do this you’ll use ArcGIS Web AppBuilder – a user-friendly and flexible tool that is full of GIS functionality. Built into ArcGIS Online, Web AppBuilder allows you to use your own maps and data to keep track of land referrals, overlay proposed development areas with significant sites, and assess the potential impact of development on your community according to criteria that you decide are important.
